You can try to right click on the printer in the print server manager and select Remove From Directory, this has not been tested, but it is worth a shot, Clicking it will toggle the setting to say List In Directory afterwards. you can compare what is discoverable or not by seeing if the printers in question say List or Remove.

The core problem is that Windows 10 is not respecting the GPO's it should be, specifically the GPO: Computer Configuration / Policies / Windows Settings / Printers / "Add Printer wizard - Network scan page (Managed network)". Windows 7 respects that, and thus only shows directory printers which is how we've configured this particular policy.

Most printers with a touchscreen: On the printer, select Restore Network Defaults from the Wireless, Settings , or Restore Settings menu. For most HP printers without a control panel menu: Press and hold the Wireless and Cancel buttons until the Wireless and Power lights blink.

Check Printer and Network Connection. When the HP printer is offline, what you should first do is to check the printer and network connection. To do that, you can turn off the printer for 25 to 30 seconds and then turn on it again. In addition, you should make sure the cable is plugged firmly and the router works well.

Select Open line up. Select Printer on the food selection club as well as make sure “Use Printer Offline” is actually untreated. If there’s a checkmark alongside the alternative, choose Use Printer Offline to carry the color printer back on the web.
